The Business and Industry Council for Emergency Planning and Preparedness (BICEPP) was founded to be a forum to exchange information in emergency preparedness and contingency planning within the business community. In 1983, Los Angeles Mayor Tom Bradley was joined by business leaders to create BICEPP. They organized to provide a forum in which businesses large or small could exchange ideas, increase their knowledge of, and work together for, the betterment of preparedness.
